Dear Association Member and Immediate Family:

 

The Board of Trustees of Hardware Park Mountain Estates met on Thursday, May 14, 2020.  This is the first time they have been able to gather since January 9, 2020.  As you know, the Covid—19 virus epidemic has placed restrictions on meetings of groups of people and we’ve been under a stay-at-home order.  With Governor Herbert declaring a change in our current phase from orange to yellow, we are now allowed to meet in groups of less than 50 if social distancing is practiced.

 

The meeting of the Board on Thursday, May 14th was held virtually via Zoom.us.[1]  The entire Board was in that virtual meeting.  Under our current Bylaws, special meetings of the General Membership can be called by the President or the Board.  They have elected to do so.  This notice will inform you that a special meeting of the members of HPME has been called and will gather on Wednesday, June 3, 2020 beginning at 6:00 PM in the pavilion north of the Syracuse Community Center located at 1912 W 1900 S, Syracuse, UT.  It is requested that only one person, either the landowner himself or herself [or suitable proxy, proxy rules apply] be present.  This will help us keep the attendance to less than 50.  We’d ask that you bring a lawn chair.  There will be no refreshment served at this gathering due to Covid-19.  We’d encourage you to bring a facemask should our numbers exceed 50.  This is a governor’s directive of the Yellow Phase.

 

The key exchange for 2020 will be postpone this year.  The locks have not been changed.  The exchange will occur in March 2021.

 

The agenda that evening will be limited.  It is imperative that we hold an election of officers going forward.  The following individuals’ terms were up on March 31, 2020.

The Board invites nominations from the general membership to serve in these positions.  The nominees must be landowners or members of the immediate family as described within the Bylaws.  Nominations should be communicated to the secretary, Mike Gailey at:  toadnpuppy@comcast.net.  Nominations will also be possible from the floor at the meeting.

 

Two addition agenda items will be discussed.  You will remember that hunting CCRs were discussed at the March 2019 General Meeting of Members.  At that time a proposal limiting hunting to immediate family and eliminating guest was discussed.  A hearing will be held on June 3, 2020, again to hear comments from the membership.  The Board will then be given the opportunity by resolution of the Board to enact or propose changes to that suggested.  The changes can be viewed at: www.hpme.org>Downloads>2020ByLawsRC.

 

A second item will be offered for hearing.  There has been a complaint from members that HPME roadways and easements are being encroached upon by vehicular parking in some areas, making travel along those rights-of-way difficult.  The suggested changes to Roadway CCRs would declare blocking two-way traffic along any HPME maintained roadway or easement a nuisance violation of the member landowner and subject to penalty under Article XIV of the Bylaws.  Again this proposed change can be viewed at:  www.hpme.org>Downloads>2020ByLawsRC.

 

The HPME annual picnic is currently scheduled for August 1, 2020, and at this point is still being planned.  Cross your fingers!

 

Again, we missed being with all of your in March.  Hope to see you at the June 3,2020 meeting.  Please remember, only one representative with the power to vote should be present.  See you at your property this summer.
